해외한국학자를 만나다: 파키스탄 국립 외국어 대학교

1. 안녕하세요. 먼저 한국학진흥사업단 뉴스레터 독자들을 위해 자기소개를 부탁드립니다.
저는 파키스탄 출신인 파라즈 아티프(Atif Faraz)라고 합니다. 현재 파키스탄 국립 외국어 대학교(National University of Modern Languages)에서 대학교 사무/교무처장(Registrar) 및 이슬라마바드 세종학당장으로 근무하고 있습니다. 1998년에 한국 유학을 시작하고 서울대학교에서 한국어과정 5급까지 미친 후 석·박사 학위는 한국학 전공으로 서울 상명대학교에서 취득했습니다. 당시 파키스탄에 한국어를 제공하는 교육 기관이 없어서 유학 생활 중에 파키스탄에서 한국어학과 설립을 목표로 삼아 지속적으로 노력하고 2006년에 파키스탄에서 한국어학과, 2012년에 이슬라마바드 세종학당이 설립된 후부터 밤낮없이 한국학, 한국어 및 한국문화를 알리는 데에 매진하고 있습니다.
저는 관심을 갖고 한국어 수업뿐 아니라 한국문화 홍보에도 최선을 다하고 있습니다. 지난 18년 가까이 현지에서 일반 파키스탄 국민 및 학생들 대상으로 여러 가지 행사들을 진행하고 있습니다. 매년 봄에 한국어 말하기 대회가 열리고 있고, 가을에는 한글날 행사를 진행하고 있습니다. 한글날에는 학생들이 한국 음식을 직접 만들어 보고 한국 음식 문화를 즐깁니다. 학기 중에 학생들 대상으로 매월 마지막 금요일에는 한국영화를 상영하고 한국문화를 홍보하고 있습니다. 그리고 매년 한국어능력시험(TOPIK)을 시행하고 한국어 발전에 기여하고 있으며 2012년에 이슬라마바드 세종학당도 설립하여 성공적으로 운영하고 있습니다. 결과적으로 파키스탄에서 한국어를 공부하는 학생 수가 지속적으로 증가하는 것은 한국어 인기가 많아지고 있다는 것을 보여주고 있습니다.
어학자로서 지속적으로 한국어와 우르두어를 대조해 왔습니다. 학위논문 외에도 한국어와 우르두어 소논문을 발표하고 국제적인 학회에도 참석하며 발표해 왔습니다. 여러 한국어 책들을 우르두어로 번역하는 작업도 중요한 업적이라고 하겠습니다.
한국학, 한국어 및 한국문화를 파키스탄에 알리겠다는 꿈을 가지고 2005년에 한국인으로 귀화하고 제 꿈을 파키스탄에서 현실로 변화시키고 있습니다. 2022년 한글발전 유공자 포상도 받았습니다.
2. 선생님께서 한국학 분야에서 연구 및 교육활동을 하게 된 특별한 계기가 있으신가요?
네, 한국 및 한국학에 관심을 가지게 된 계기가 있습니다. 저는 학사학위 시험을 마치고 고향에 있는 회사에 인턴으로 입사했는데 동료들 중에 20명 이상의 한국인들이 있었습니다. 제 고향은 작은 도시인데 이렇게 많은 한국인들이 거기에 근무하고 있는 줄 몰랐습니다. 같이 근무하면서 한국이라는 나라가 어떤지, 그리고 한국인들의 사고방식에 대해 알게 되었기에 한국어에 대해 관심이 많아지고 한국어 공부에 관심이 생겼습니다. 또한, 한국어를 알면 제가 입사한 회사에서 더욱 더 좋은 조건으로 다닐 수 있다고 생각한 것도 사실입니다. 이런 계기로 결국 한국 유학을 계획하게 되었습니다.
3. 현재 파키스탄과 인근 국가의 한국문화에 대한 관심이나 한국학 연구, 교육 현황은 전반적으로 어떤가요?
이웃 나라들과 달리 파키스탄에는 한류의 영향이 미흡합니다. 물론 대도시에 살고 있는 사람들이 K팝, K드라마나 K뷰티에 대해 잘 알고 있지만 전반적으로 고려했을 때 한류 스타들이 아직 여기 방문하지 않았기 때문에 한계가 있습니다.
우리가 다니고 있는 파키스탄 국립외대(NUML)에는 한국어 및 한국학과 관련 전공으로 연구를 진행하기 위해 교육 자료 및 시설들이 준비되어 있습니다. 전용 강의실 및 사무실들을 확보하고 있고, 자료실, 도서관 및 코리아코너도 설치되어 있어서 교육 환경이 좋다고 하겠습니다.
여기 빠질 수 없는 얘기가 2가지인데, 첫째는 현지 시장에 진출한 한국 중소기업들이 많지 않아서 취업이 문제이며, 둘째는 한국에서 유학하기 위해 필요한 장학금도 별로 없다는 점입니다. 결과적으로 한국학을 전공하는 학생들도 많지 않습니다. 파키스탄에서 한국학의 미래는 취업 및 장학금 기회와 직접적으로 연결되어 있다고 생각합니다.
4. 해외한국학씨앗형사업을 통해 파키스탄 내 National University of Modern Languages(NUML)에 유일하게 한국문화학과가 개설되었는데요, 현재 소속 대학에서 진행하고 있는 한국학 연구, 교육활동에 대한 소개와 그 성과에 대해 말씀 부탁드립니다.
네, 맞습니다. 파키스탄에서 한국어 및 한국문화학과, 이슬라마바드 세종학당이 개설되어 있는 대학교로는 파키스탄 국립 외국어 대학교(National University of Modern Languages)가 유일합니다. 우리는 씨앗형 사업을 진행하면서 여러 가지 수업 및 활동들 계획하여 진행하고 있는데 다음과 같이 정리할 수 있습니다.
가. 한국 현대 문화
한국에서 전문가(이규림 선생님)를 모시고 1학기 동안 강좌 개설하고 수업을 진행하였습니다. 뿐만 아니라 한국어를 아는 학생들을 위해 한국어로 타 학과 학생들을 대상으로 영어로 강의 진행하였습니다. 본 수업에 참여하는 학생들의 피드백을 받고 유튜브 및 페이스북에 올렸습니다.

나. 태권도 체험
한국 국기원에서 파키스탄으로 파견 오신 최성오 사범님을 모시고 남녀 반을 구분하여 지금까지 6번이나 태권도 수업을 제공하였습니다. 파키스탄은 남성 중심 사회라서 여성들 대상으로 이런 수업을 따로 제공한 것이 참 중요하고 바람직한 성과를 얻었다고 생각합니다. 역시 참여한 학생들의 피드백들을 소셜 미디어를 통해 홍보하고 있습니다.

다. 한국 음식 체험
씨앗형 사업을 진행하면서 가장 인기가 있는 수업은 역시 한국 음식이었습니다. 이슬라마바드의 유일한 한식집인 "쏭하우스"의 송민희 사장님께서 한국의 맛을 살려 학생들에게 재미있게 수업을 진행하였습니다. 지금까지 본 수업을 4번이나 진행하였습니다. 소셜 미디어를 통해 홍보하고 있습니다.

라. 교원 양성
씨앗형 사업의 매우 중요한 부분 중에 현지 교사 양성이 있었습니다. 한국에서 모신 전문가 이규림 선생님께서 원어민 및 현지인 교원들을 대상으로 수업을 진행하셨습니다. 본 수업은 교사 양성에 많은 도움이 되었다고 생각합니다.

바. 음악회
씨앗형 사업을 진행하면서 다행히 파키스탄에 거주하는 한인들 중에 음악 전공자를 찾아 음악 수업도 2번이나 제공하게 되었습니다. 윤부연 선생님께 한국 현대 및 전통 음악을 배울 수 있는 아주 소중한 기회를 마련해 주셨습니다. 본 수업에 참여한 학생들이 대학교에서 진행하는 큰 규모의 행사가 진행될 때 무대에 올라가 애국가 및 아리랑을 불렀습니다.

5. 해외한국학씨앗형사업을 수행하면서 현장에서 겪는 어려움이 있다면 무엇일까요?
본 사업을 진행하면서 겪은 어려움들을 다음과 같이 정리할 수 있습니다.
첫째, 현지에서 한국학과 관련 전문가를 찾기가 어려웠습니다.
둘째, 한국에서 전문가를 섭외했지만 괜찮은 대우(강의료, 숙박비, 체재비, 정착비, 교통비 등)를 드릴 수 없었습니다(재정적인 문제).
셋째, 현지 안전 문제로 인해 한국에서 오신 전문가가 자유롭게 돌아다니지 못한 점도 마음에 걸립니다.
넷째, 현지에서의 근로 비자 갱신 기간이 너무 길고 확실하지 않아서 어려웠습니다.
6. 해외한국학사업을 수행하면서 꼭 이루고 싶은 장기적 목표나 바람이 있다면 무엇일까요?
파키스탄에서 한국학이 발전되면 좋겠습니다. 일반 학생들도 한국어, 한국문화 및 한국학에 관심을 갖고 공부하는 것이 우리의 최고 목표입니다. 본 성과를 얻기 위해 씨앗형 사업에 힘입어 교사 양성 및 여러 가지 문화 행사들을 개최하고 홍보에 매진하고 있습니다.
7. 한국학이 열세인 파키스탄과 인근 권역 국가에서 한국학 확산과 연구‧교육 활성화를 위해 어떤 지원이 필요하다고 생각하시나요?
현재 한국문화 강연, 세미나, 워크숍, 초청 특강 및 여러 가지 문화 행사들을 개최해 보니 일반 파키스탄 학생들이 한국을 유학 목적으로 바라보고 있지만 여전히 장학금 문제를 해결하지 못하고 있어서 큰 장애가 되고 있습니다. 그래서 한국학 전용 장학금이 반드시 필요하다고 생각합니다. 또한, GKS사업에도 한국학과 전용으로 장학금을 정하는 것도 방법이라고 생각합니다.
8. 질문에 대해 답변해 주셔서 감사드립니다. 마지막으로 온라인소식지 독자들과 국내외 한국학 연구자들, 또는 한국학진흥사업단에게 한 말씀 부탁드립니다.
우선 본 사업을 진행하는 한국학중앙연구원 및 한국학진흥사업단에 깊이 감사의 마음을 전합니다. 씨앗형 사업을 진행하면서 파키스탄 학생들이 한국학(문화, 경제, 사회, 역사, 정치, 지리 등등)을 공부하면서 많은 관심을 가졌습니다. 또한, 현지 대학교 관계자들, 특히 총장님, 부총장님께도 깊이 감사드립니다. 무엇보다 본 사업을 통해 파키스탄에서 한국학이 더 발전할 수 있길 희망합니다.
Meeting with Korean Studies Scholars Abroad

1. Please introduce yourself to the readers of the KSPS Newsletter.
My name is Atif Faraz, and I am from Pakistan. I am currently working as the Registrar of the National University of Modern Languages (NUML) and as the director of the Islamabad King Sejong Institute. I began my study in Korea in 1998, studying up to Level 5 of the Korean language program at Seoul National University before receiving my master’s and doctoral degrees in Korean Studies from Sangmyung University in Seoul. At the time, there was no institution in Pakistan that provided Korean language education, so while I was studying abroad, I made it my goal to establish a Korean language department in Pakistan. Through continued efforts, Pakistan’s first Korean language department was established in 2006 and the Islamabad King Sejong Institute was established in 2012. Since then, I have strove day and night to inform people of Korean Studies, the Korean language, and Korean culture.
I do my all to promote not only Korean language classes but also Korean culture with interest. For nearly 18 years, I have held various events targeting regular Pakistani citizens and students. Each spring a Korean speaking competition is held, while in autumn a Hangeul Day event is held. On Hangeul Day, students enjoy Korean food culture by directly participating in making Korean food. During the semester, we promote Korean culture by screening Korean films to students on the last Friday of each month. We also contribute to the advancement of the Korean language by carrying out a TOPIK exam each year and have successfully run the Islamabad King Sejong Institute since its establishment in 2012. Finally, the number of students studying Korean in Pakistan continues to rise, which shows that the popularity of the Korean language has grown.
As a linguist, I have continued to compare Korean and Urdu. Along with journal articles, I have presented papers on Korean and Urdu, and attended and presented at international conferences. Another important accomplishment was the translation of several Korean-language books into Urdu.
With the dream of informing Pakistan of Korean Studies, Korean language, and Korean culture, I became a naturalized Korean citizen in 2005 and am turning my dream into reality in Pakistan. In 2022, I also received the Presidential Citation for contribution to the advancement of Hangeul.
2. Was there a particular reason that sparked your interest in Korean Studies research and education?
Yes, there is a reason I became interested in Korea and Korean Studies. After finishing the exams for my undergraduate degree, I began working at a company in my hometown as an intern. Among my colleagues, over 20 of them were Koreans. My hometown is a small city, and I had no idea so many Koreans were working there. As we worked together I learned about what kind of country Korea is and about the Korean way of thinking. Through this, my interest in the Korean language grew and I became interested in learning Korean. It is also true that I thought that if I knew Korean, I would be able to work at my company under better conditions. It was through this experience that I made my plan to study abroad in Korea.
3. In Pakistan and its neighboring countries, what is the current interest in Korean culture or what is the overall situation regarding Korean Studies research and education?
Unlike neighboring countries, there is less influence of the Korean Wave in Pakistan. Of course, those living in large cities know well about K-pop, K-dramas, and K-beauty, but when considering things in general, there is a limit because Korean Wave stars have not yet visited here.
Here at NUML, we have prepared educational materials and facilities to conduct research centered on majors related to Korean language and Korean Studies. We have an exclusive lecture hall and office reserved for that purpose, as well as materials room, library, and Korea Corner, so it could be said that we have a good learning environment.
Two things that must be mentioned though, are some issues: fewer employment opportunities due to the lack of small and mid-size Korean companies in the local market, and the lack of scholarships for students to study abroad in Korea. As a result, there aren’t many students who major in Korean Studies around here. I think the future of Korean Studies in Pakistan would directly depend on more employment and scholarship opportunities.
4. Through the Seed Program for Korean Studies, the National University of Modern Languages became the first institution to establish a Korean Culture Department in Pakistan. Please introduce your university’s Korean Studies research and education activities, as well as the outcomes.
Yes, that is correct. NUML is the only university in Pakistan to have a Korean Language and Korean Culture Department, as well as the Islamabad King Sejong Institute. While carrying out the Seed Program, we designed various classes and activities, which I have presented below.
A. The “Contemporary Korean Culture” Class
We invited an expert from Korea (Lee Gyurim) and held a course for one semester. Furthermore, the course was held in Korean for students that knew Korean and in English for students from other departments. We received feedback from students who participated in the course and uploaded it to YouTube and Facebook.

B. Taekwondo Experience
We invited Coach Choi Seongoh, who was dispatched to Pakistan by Korea’s Kukkiwon Institute(World Taekwondo Headquarters). He provided both men’s and women’s taekwondo classes for total of six times. As Pakistan is a male-centric society, it was very important to provide a separate class for women, and I think we achieved a desirable outcome. And, of course, we have promoted the feedback of the students who joined the class via social media.

C. Korean Cuisine Experience
While carrying out the Seed Program, the most popular class was of course Korean cuisine. Chef Song Minhee, who runs the only Korean restaurant in Islamabad, Song House, held a fun class for students that brought alive the taste of Korea. Thus far, this class has been held four times. We have promoted it via social media.

D. Fostering Educators
A very important part of the Seed Program is the fostering of local educators. Lee Gyurim, the expert who we invited from Korea, held a class targeting Korean and local teachers. I think the class was of great help in fostering educators.

E. Student Workshop
We held a workshop aimed at the students who participated in the aforementioned “Contemporary Korean Culture” class. The students organized what they learned in the classroom and spent time presenting in groups.

F. Musical Performance
While carrying out the Seed Program, we were fortunate enough to have a trained musician among the Koreans living in Pakistan and were able to hold a music class two times. Yun Buyeon provided a very precious opportunity to learn about contemporary and traditional Korean music. The students participating in the class went on stage to sing the Korean National Anthem and Arirang during a large university event.

5. While participating in the Seed Program for Korean Studies, what difficulties have you faced thus far?
While carrying out this program, we have faced the following difficulties.
First, it was difficult to find experts related to Korean Studies here.
Second, although we invited experts from Korea, it was difficult to provide a decent reception, for financial reasons (expense for honorariums, accommodation, settling, living, transportation, etc.).
Third, due to issues of safety here, the experts who came from Korea could not travel freely, which weighed on my mind.
Fourth, renewing work visa here takes a long time and uncertain, which turned out to be another difficulty for us.
6. What long-term goal or wish do you hope to be achieved during or after the this Seed Program for Korean Studies?
I would like the advancement of Korean Studies in Pakistan. Our ultimate goal is for ordinary students to take an interest in and study the Korean language, Korean culture, and Korean Studies. To achieve this outcome, we are striving to foster educators, and host and promote various cultural events.
7. In Pakistan and its surrounding countries, where Korean Studies is yet to develop further, what kinds of resources do you think would be needed to spread Korean Studies and invigorate research and education.
Having held Korean culture lectures, seminars, workshops, special lectures, and various cultural events, I can see ordinary Pakistani students now look to Korea as a place to study abroad, but the issue of scholarships has yet to be solved, and that has become a major barrier. So I think that a special Korean Studies scholarship is absolutely necessary. Also, I think that one method could be for the GKS program to have a specialized scholarship for students from Korean Studies departments.
8. Thank you for your detailed answers to our questions. In conclusion, please share a word with the newsletter’s readers, Korean Studies researchers both in Korea and abroad, and the KSPS.
First, I would like to convey my deepest gratitude to the Academy of Korean Studies and the KSPS which oversee this program. Thanks to the Seed Program, Pakistani students have taken great interest while studying Korean Studies (culture, economy, society, politics, geography, etc.). Also, I would like give a big thanks to those at NUML, especially the university’s president and vice president. And, more than anything, I hope that Korean Studies would advance further in Pakistan through this program.
